Higher terrain should see the coldest wind chill values. * WHERE...Lackawanna, Luzerne, Pike, Southern Wayne, and Wyoming Counties. * WHEN...For the first Cold Weather Advisory, until 10 AM EST this morning. For the second Cold Weather Advisory, from 11 PM this evening to 9 AM EST Thursday. * IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia and frostbite if precautions are not taken.
